In support of Yukon hospitals’ mission, vision, values and strategic directions, the Senior Policy & Planning Advisor is responsible for direction and advice to support the Policy, Research, and Ethics program. This position is relied upon to support strategic planning for corporate-wide initiatives and is responsible for providing leadership and guidance to team of policy analysists to ensure policy and programming development is aligned with best practices, legislative requirements, and promotes high quality care. This position is also responsible for leading and advancing research of special or strategic projects, to support decision making at the Executive and senior leadership level.
Knowledge, skills and abilities required:

  • Excellent knowledge of health system functioning, trends and practices in healthcare operations and programming;
  • Excellent knowledge of research methodologies and policy development principles, methods and activities;
  • Excellent knowledge of relevant acts and regulations such as ATIPP, HIPMA, MAID, PIPEDA, Canada Health Act, Yukon Health Act, Employment Standards Act, etc;
  • Knowledge of professional practice standards, collective agreements, statutes and regulations governing the operation of publicly funded body or acute care hospital;
  • Knowledge of program evaluation, auditing, data collection and analysis methods and techniques;
  • Working knowledge of patient safety theory and tools used in a healthcare environment;
  • Exemplary written and verbal communication skills, with the ability to establish positive relationships with all staff, clients, families, community agencies and other professionals while employing tact and diplomacy;
  • Proven organizational, problem-solving, time management, prioritization, coordination, facilitation, and critical thinking abilities;
  • Demonstrated ability to provide leadership to staff in a supervisory role;
  • Highly computer literate with relevant business productivity systems.

The successful candidate will have a post-secondary Diploma or Degree in a related area such as Health, Social Services, Public Policy or Business Administration; a minimum of (5) five years' experience in policy analysis/Development or research preferably in Hospital or Healthcare environment with experience providing strategic recommendations to senior leadership and a minimum (1) one year experience providing oversight and leadership to team members in a supervisory or similar capacity. An equivalent combination of education, training and/or experience may be considered. A professional Certification or Master's Degree in Health Service, Administration, or Public Policy Discipline; Project management training or Certification; completion of privacy management training and completion of Yukon First Nations 101 or equivalent cultural competency education would be considered an asset.
