The Champagne and Aishihik First Nations (CAFN) is inviting proposals from experienced FireSmart Treatment Contactors who have the qualifications and capacity to provide FireSmart/Vegetation Management Treatment in the Yukon Territory. The project is expected to commence December 8, 2025 and be completed by March 6, 2026.
In accordance with CAFN’s Procurement Policy and promoting Citizen owned businesses, preference will be given to CAFN citizens who have a current business license and are in good standing on the CAFN Business Registry.
Background: The Shadhäla Äshèyi yè Kwädän (Champagne and Aishihik First Nations or CAFN) is a self-governing First Nation located in the Yukon Territory and northwest British Columbia, Canada. The Champagne and Aishihik people and government are named after two historic settlements: Shadhäla (Champagne), located on the Dezadeash River; and Äshèyi (Aishihik), at the headwaters of the Alsek River drainage. CAFN has more than 1,200 Dän (people) and is one of the largest of the 14 Yukon First Nations. CAFN currently has approximately 140 employees. The CAFN’s main government office is located in Haines Junction, with offices in Takhini and Whitehorse.
CAFN has identified certain requirements and expectations that should be incorporated into the proposal. These requirements and expectations will be the provided by the Service provider including but not limited to the following:
- The individual/contractor shall be readily available to perform the following services as requested
- Complete vegetation management treatments to the following FireSmart Canada Guidelines on approximately 1.7 hectares (Up to a total maximum of 4 hectares) within Takhini River Subdivision
- The proposal should demonstrate qualifications and experience the contractor has in completing FireSmart Treatments
- The proposal should describe how the contractor would maintain timelines as stated above and provide cost analysis per hectare.
- Provide services in a manner sensitive to the culture and traditions of First Nations
- 3-4 meter stem spacing of conifer trees. Removal of smaller diameter trees over larger trees when option is available to achieve stem spacing. Clusters of 2-5 coniferous trees are acceptable, provided that the cluster does not exceed 5m in diameter and with 8m cleared of conifer trees in every direction.
- Removal of all conifer regeneration less than 4 meters tall
- Stems chosen for retention will be pruned to a height of 2 meters
- Removal of ALL standing dead, leaning and down dead trees of all types - This includes woody debris surface fuels; obvious standing bird habitat trees may be retained at a density of 6 per hectare. All woody debris (limbs, tops, rotted or dead materials unsuitable for fuel wood) should piled for burning
- Retain all healthy deciduous trees
Proposals submitted should include the contractor’s business name and address, qualifications and experience. Proposals will be evaluated based on relevant qualifications and experience, the quality of the proposal submitted and a proposal that addresses all the requirements mentioned above, the contractor’s ability to complete work in accordance with the deadline and the proposed price.
The project will treat a minimum of 1.65 to a maximum of 4 hectares as decided by the Project Manager. Please provide the price per hectare. The total contract value available is $22,500. CAFN need not accept the lowest priced, the highest ranked, or any proposal, and reserves the right to reject or accept any proposal without further explanation.
This request for proposals does not commit the Champagne and Aishihik First Nations to award a contract. CAFN reserves the right to cancel this Request for Proposals at any time without award or compensation to proponents. Proponents are solely responsible for their own expenses of preparing, presenting, and delivering their proposals.
