Job Summary
The Project Manager will report to Capital and Housing Director and will oversee and coordinate various projects across multiple departments within the organization. This role requires strategic planning, collaboration, and execution to ensure projects align with organizational goals, timelines, and budgets. The Project Manager will be responsible for planning, organizing, and directing resources to achieve project objectives while ensuring effective communication among stakeholders.

Job Responsibilities:
Project Coordination & Oversight:
- Collaborate with the Director of other departments, Director’s Assistant, and Housing Officer to manage current and upcoming infrastructure and housing projects.
- Oversee and schedule maintenance crews, delegate work orders, and follow up with clients and band housing members to address maintenance concerns.
- Assist in facilitating communication with key project stakeholders, including general contractors, architects, engineers, inspectors, consultants, municipal and planning staff, insurers, and project marketers.
- Ensure alignment of projects with organizational goals and compliance with policies and regulations.
- Work closely with department heads to identify project needs, priorities, and deliverables.
Cross-Departmental Collaboration:
- Act as the central point of contact for all project-related activities, facilitating communication between departments.
- Coordinate with multiple stakeholders including leadership, employees, contractors, and external agencies.
- Organize and lead cross-functional team meetings to track progress and address challenges.
Financial & Budgetary Responsibilities:
- Assist in tracking project budgets, ensuring cost control measures are in place, and supporting funding applications as needed.
- Work with the finance and management team to ensure projects achieve targeted returns and profitability through feasibility studies and development planning.
Risk & Issue Management:
- Identify potential project risks and implement mitigation strategies.
- Address challenges proactively and resolve conflicts that may arise during project execution.
- Provide solutions to enhance operational efficiency and problem-solving.
Regulatory Compliance & Safety:
- Travel to job sites to ensure compliance with safety regulations and permit requirements.
- Ensure regulatory processes are adhered to and that crews and contractors follow safety protocols.
- Support the management and coordination of the approval process to obtain necessary municipal, territorial, and federal approvals at each stage of development.
Process Improvement & Documentation:
- Develop and implement best practices and standard operating procedures for project management.
- Maintain accurate documentation of project plans, timelines, budgets, and outcomes.
- Recommend improvements to enhance project efficiency and overall organizational performance.
Administrative & Record-Keeping Responsibilities:
- Maintain organized project records and ensure data management systems are up to date.
- Assist in the planning, scheduling, execution, and monitoring of project tasks to ensure timely coordination and deliverables align with stakeholder expectations.
- Perform other duties as assigned by the Capital and Infrastructure Director.
Education and Experience
- Bachelor's degree in Business Administration, Project Management, or a related field (or equivalent experience) is preferred.
- Minimum of 3-5 years of experience in project management, preferably in a multi-departmental or public sector environment.
- Strong understanding of project management methodologies and tools.
- Exceptional organizational, problem-solving, and leadership skills.
- Excellent communication and interpersonal abilities to work effectively with diverse teams.
- Proficiency in project management software (e.g., Microsoft Project, Trello, Asana, or similar tools).
- Ability to handle multiple projects simultaneously and meet deadlines.
- Knowledge of financial and budgeting principles.
- Experience in stakeholder engagement and relationship management.

Decision Making
This position is responsible to the Capital and Infrastructure Director and to Liard First Nation Members. The incumbent works independently and takes initiative within established policies, procedures, objectives, and priorities. Decision-making is required for the day-to-day operation of Liard First Nation Capital and Infrastructure programs, for developing procedures to present to the Director where none exist and setting work priorities. Decision-making is also required in project planning, communicating with colleagues, and determining which recommendations are forwarded to the Capital and Infrastructure Director.
The incumbent is responsible for management and direction on a daily basis to accomplish the development and implementation of the Capital and Infrastructure department strategy, operational work plan, goals and activities.
Impact/Accountability
This position is accountable for compliance with legislation, directing project planning, establishing, and meeting department goals and work plans, ensuring expenditures adhere to the terms and conditions of funding agreements and do not exceed budget and revenues, and enforcing standard operational policies and procedures.
Working Conditions
This position is required to travel in and out of territory and respond to potential incidents outside of work hours. Some overtime and weekend work may be required. The position mediates, de-escalates, resolves, intervenes, and provides solutions through face-to-face contact and meetings.
