Lands & Environment Technician

Reporting to the Lands and Environmental Manager and working closely with the Lands and Resources staff, the incumbent is responsible for developing, directing, coordinating, implementing and evaluating a wide variety of projects and initiatives related to land and environmental management to ensure TTC effectively fulfils its mandate under its Final Agreement, other related agreements and TTC legislation. The incumbent is responsible for ensuring land related projects identified within the annual work plan of TTC are implemented and reported on consistently.
The incumbent will also help fulfill TTC’s roles and responsibilities under the Yukon Environmental and Socio-Economic Assessment Act and other assessment processes in reviewing and responding to applications and referrals that may affect the TTC Traditional Territory. The incumbent will work as an advocate for the environment and liaise on behalf of the TTC with developers and regulators to assist and ensure that rights and interests of the TTC and the environment are protected. The LET will assist other TTC departments to ensure that the Teslin Tlingit Council infrastructure (fuel tanks, solid and liquid waste, subdivision planning, etc) are maintained and operated in an environmentally responsible manner and comply with relevant legislation. The LET shall monitor, recommend, participate, liaise, develop and assist with the implementation of the following sections of the TTCFA: Chapter 11 (Land Use Planning) Chapter 12 (Development Assessment), Chapter 14 (Water Management), and Chapter 18 (Non-Renewable Resources).
Main Duties
• Ensure TTC Lands are used wisely and sustainably
• Maintain and enhance working relationships and processes to ensure coordinated management of land
• Provide technical support (research, analysis, presentations, chairing of meetings etc.) to TTC decision makers, particularly the TTC Land Management Committee
• Provide support to the Lands and Environmental Manager in the management of related departmental budgets and specific proposal or contract-related budget
• Ensure citizens have reasonable and fair access to land
• Ensure TTC has a full and accurate inventory of Settlement land, fee simple, and title lands
• Ensure protection of land in the Traditional Territory
Education and Experience
• Technical diploma or undergraduate degree in land management, earth sciences, biological sciences, geography, geology or a related field of study. An equivalent combination of education and experience may be considered
• Knowledge of related Yukon and BC government agencies
• Knowledge of and experience with current land management approaches, including related systems and resources
• Knowledge of land use planning at multiple spatial scales
• Intensive knowledge of the Yukon Environmental and Socio-Economic Assessment Act and Regulations, and environmental assessment legislation and processes in BC.
