Job Summary:
Under the general direction of the Executive Director, the incumbent is responsible for leading substantive negotiations and concluding agreements for the Program & Service Transfer Agreements, pursuant to the TTC Self Government Agreement. The incumbent is responsible for activities supporting the implementation of TTC’s Land Claims and Self Government Agreements. The incumbent deals with outcome-based negotiations leading to concrete results then recommends strategies, policy positions and mandates to TTC. The incumbent works closely in a tripartite, bilateral and multiparty environment to develop mechanisms for negotiating complex and multifaceted arrangements for the implementation of program transfers.; e.g., Financial Transfer Agreement, Justice Implementation Agreement.
Main Duties & Responsibilities:
- As land claims and self-government negotiations and implementation span most government endeavors, the incumbent designs, conducts, and/or participates in a wide variety of research, analysis and/or planning projects for all departments in matters of significance and high profile. The incumbent oversees and directs all negotiations;
- The incumbent is responsible for the development and enhancement of the TTC’s ability to access information which will best meet its negotiations and implementation research, planning and development needs;
- The incumbent is TTC’s representative on the Implementation Working Group and is responsible for participating in the regular and ad hoc reviews of the Final and Self Government Agreements including conducting thorough research and analysis in preparation for negotiations and implementing the outcomes;
- The incumbent assists and coordinates the development of legislation that deals with the governance of the TTC;
- Participates regularly with other Directors on Management Board which involves but is not limited to establishing annual goals and objectives which complement the long term strategic plan and the TTC Mission Statement, providing advice regarding positions area(s) of responsibility, participating in the development, establishment and implementation of long and short term strategic plans, development of annual forecasts and budgets, preparing reports for review by Management Board and/or Executive Council and developing or participating in the development of policies and procedures for TTC operations.
Education & Experience:
- Grade 12 with an undergraduate degree in Political Science, Business or other related field and experience in negotiations and research, with at least four years actual work experience in negotiations and related research in federal/provincial/territorial/municipal /First Nations funding arrangements, or an equivalent combination of education and experience
- in depth knowledge of TTC history, culture, demographics, goals and aspirations
- knowledge of Yukon and TTC final and related agreements and targeted areas of devolution
- knowledge of policy development and analysis
- knowledge and understanding of government financing arrangements
