Reporting to the Executive Director, People, Quality & Strategy, the Director, People Services & Culture is responsible for the overall strategy and management of people services (employees, volunteers and patients) as well as initiatives that shape and influence the organizational culture and performance of the Yukon Hospital Corporation. This position is a key member of the Senior Management Team and provides strategic guidance, expert advice, coaching and support on human resource management, workforce development, labour relations, organizational development, culture and people-focused programs and services across the organization.
Knowledge, Skills and Abilities Required :

  • Excellent knowledge of human resources management principles and practices, including labour relations and collective bargaining, employee relations, compensation and total rewards, workforce planning and demand forecasting, recruitment, job analysis and evaluation, disability management and wellness, learning and development, and performance development;
  • Solid understanding of how an organization operates, and specifically, how a hospital operates;
  • Knowledge of factors and issues that shape organizational culture and performance (such as communication/engagement, performance development, learning and development and leadership)
  • Knowledge of strategic and operational plan development and ability to implement;
  • Outstanding communication (written and oral), facilitation, negotiation and engagement skills;
  • Leadership, coaching and managerial skills;
  • Ability to lead change and transformation and support continuous improvement
  • Ability to model positive behaviour and demonstrate a high standard of conduct
  • Ability to demonstrate systems/critical thinking;
  • Ability to share vision, set team and individual goals as well as identify and support any resource and development needs
  • Knowledge of hospital and/or health services operations;
  • Ability to align programs and services with business needs;
  • Knowledge of and ability to interpret and apply relevant policies, regulations and legislation (such as human rights, employment equity and standards);
  • Strategic and operational planning, project management and direction, and strategic communications skills;
  • Ability to partner, collaborate, exercise tact, resolve conflict and demonstrate diplomacy;
  • Ability to analyze situations/issues, identify solutions and make ethical, evidence-based decisions;
  • Ability to mobilize knowledge, advocate for people, build trust and maintain strong relationships;

A degree or diploma in human resource management, organizational development or related field. A minimum of eight (8) years of experience in human resource management, organizational development or related field along with five (5) to 10 years leadership/management experience is required, preferably in a health care setting. Certified Professional in Human Resources (CPHR) designation is preferred. An equivalent combination of education/training and/or experience may be considered. Master’s degree and/or advanced executive education in leadership, strategic human resource management or related discipline is preferred.
